By 1961, there was a 65% rise of skilled workers; this, however, did nothing for the semi-skilled and unskilled sectors and employment rates fell steadily. Various efforts by the Government included the Manpower Training Bill and the Area Redevelopment Act, but the fruits were long in coming.
